Several OpenVMS systems today are used in disaster-tolerant
configurations. That implies at least two different locations.
And even if no disaster tolerance is required, security teams often
mandates to have production, test, and development systems on separate
network segments, with heavy firewalling in between. Good luck to
implement that with DECnet native routing.
That is a common setup. But I don't see DECnet file copy
dev->test>prod as being a good idea in that setup.

I would have expected at least prod to be:
