diff()1 and patch(1) are pretty fundamental tools for open-source
collaboration. They should be part of some core installation package,
like Python.

The newest version appears to be 3.8. Checking the upstream site

https://www.gnu.org/software/diffutils/>, this is nearly four years
old.
Admittedly, my Debian Unstable only has 3.10, which is still about two
years old.
