Pretty much every action game has a 'boss fight' at one point or
another; it's just how the genre works. You start against mooks when
you're new to the game, and as you gain experience with the mechanics
-and get more powerful weapons- you face off against bigger and harder
enemies. Ultimately, it all culminates with a showdown with the
biggest and baddest enemy of them all --the eponymous boss-- after
which you've 'graduated'. There's no more to teach you; killing the
boss means you are the biggest and baddest mother-fucker of them all,
and there's no challenge you can't overcome... so why keep trying? The
game ends. It's just how it works. An action game _without_ a boss
fight? I'm not even sure that would work!
So it's not really clear to me what you really want. But if you just
want something vaguely like "Elden Scroll" but not so tediously
grindy... well, the first thing that comes to mind is "Horizon: Zero
Dawn". The combat isn't particularly challenging (it's not effortless,
but it's a lot easier than any souls-like) and there's a general
dearth of boss encounters. It is open-world though, so almost by
definition the grind is just wandering to and fro across a huge map.
Alternately, if you want a shorter, more paced adventure... perhaps
something along the lines of "The Last of Us"; the levels are
well-designed and you move swiftly from one location to the next. The
game, again, isn't that hard but it isn't challengeless either.
Or just go for something much quicker, like the boomer-shooter
"Selaco". Yes, it's a retro game but it's got very quick-paced
arena-based shooting, with surprisingly deep mechanics for a game of
its type. If you just want to dive into some intense firefights
against hordes of enemies that quickly die beneath your withering
gunfire, this is a fun one to try.
