An understandable reaction, but I suppose it's an inevitable
requirement. I am guessing that it needs to download older Fallout 4
files from Steam to replace the ones broken by the 'next gen update'.
You can manually downgrade the Steam version if you choose; it's a
/bit/ more complicated (instructions lifted from here:
https://www.pcgamesn.com/fallout-4/downgrade )
1) Type steam://open/console into your browser.
2) Click Open Steam to open the console in the Steam client.
3) Enter the following commands into the console:

4) Navigate to your Steam library folder. The default file path is
C:\Program Files (x86)\Steam\steamapps\content\app_377160
but this may vary depending on your drive installation.
5) Copy the contents of all the folders in the above file path into
a new folder on your desktop. This folder now contains your
downgraded version of Fallout 4.
6) Delete everything in your Fallout 4 installation folder and
replace it with the contents of your new folder.
7 )Navigate to the Fallout 4 Steam app manifest file. The default
file path is
C:\Program Files (x86)\Steam\steamapps\appmanifest_377160.acf
8) Right-click on appmanifest_377160.acf, select Properties, and
check the Read Only box. Press OK.
The instructions above are /specifically/ for the Steam Fallout 4 GOTY
(so if you bought the original game and then purchased all the DLC it
may not work). The upgrade will require around 90GB disk space too
(since you basically will have two copies of the game on your
harddrive at the same time as it does its work)
