Well it looks like it. So for those that didn't know this is a free
mod/total conversion based on, you guessed it London, using FO:4. It was
due to be released a few months ago but then we had Fallout TV so we got
the FO:4 Next Gen (NG) update just before the FO:L(ondon) official
release. Obviously panic stations as NG wasn't just a few minor bug
fixes but instead a rather major overhaul meaning FO:L just wouldn't
work. To make it even worse the NG update was a bit buggy so there's
work ongoing meaning it can't be considered a stable platform (fixed).

The good news though, the FO:L dev's took the decision not to go with NG
but instead the release they had used and have now finished the work for
a degrade tool for GOG and the one for Steam is almost complete. If
you're on Epic sounds like you're out of luck.

Me, I really looking forward to it obviously and hope all the hard work
of the dev's has paid off.

If you have FO4 on Steam, the best thing to do (if you consider time to
be money) is just buy it on GOG for $16 rn. Just downgrading FO4 took me
an hour on Steam, and then you have to manually install the mod, which is
where I gave up.

I don't know how long it's on sale for, but all you do is install
FO:London on Galaxy. It makes a shortcut, no fuss.

Then you have the updated copy on Steam and a separate London copy ready
to go. 34GB.

Oops. There was some fuss. If you install FO:London on Galaxy, it doesn't
install the dependency.
Well, there's your problem! You're using Galaxy! ;-)
<Ramble mode>
I don't know what's going on with GOG and Galaxy, but it's always been
the worst of clients, in my experience. Yes, even worse than Epic. Oh,
feature-wise it's quite impressive and I love the /philosophy/ behind
it --no DRM, multiple libraries combined into one giant list, and all
the bells-n-whistles you'd expect from a modern-day launcher-- but
it's always been such a pain to actually USE.
It's slow. It 'forgets' my connections to other libraries (Steam,
Epic, etc). It locks up. It doesn't update itself cleanly. Experiences
like the one you describe above --that the "Fallout: London"
installation is FUBAR'd-- are exactly the sort of thing I'd expect.
I sort of get it. The client, generally, isn't well regarded by GOG's
fanbase. GOG.com itself was founded in reaction to Steam and
overreaching DRM and online activation schemes. "No DRM, no clients;
just download our installers and you're good to go," was GOG.com's
mantra for years. And even though the Galaxy client isn't really much
more than a program to automatically download, install, (optionally)
update and launch the game --it's not mandatory, and except for the
obvious downloading and updating bits, online connections aren't
needed to play or launch the game-- a lot of GOG users look at it
distrustfully.
So I suspect that the GOG Galaxy team is poorly resourced, which is
why the client is the mess it is. It's not a priority for GOG. From
what I understand, the vast bulk of purchases are made through their
website, not the client. Why pump lots of money and manpower into
something that a lot of people don't like, and doesn't generate much
revenue?
But it's sort of a shame that, for a lot of people, Galaxy is what
they think of when they use GOG.com, and the experience is so
terrible.
