Thats the problem of most japanese corporations nowadays, they are run by a bunch of 70+ guys never to retire and who basically do not understand that times have changed. Thats one of the major reasons why Japan could not keep up its dominance it had in the 80s, that and that Japanese themselves have a tendency not to look outside of their borders for historical reasons!
Capcoms stance on modding is just a symptom of those two problems japanese companys have generally.
