Personally I think a lot of it comes down to those that make the rules just don't really understand how security is achieved. I remember going through an exchange with World of Tanks customer support to get a GDPR request processed. They insisted that I could only do that if I linked my phone number. Trying to explain to them that if I control the credentials that are used to link my mobile phone the it adds nothing to security somewhat fell on deaf ears.
Probably because the linkage wasn't for security for you but for control for them.
Yeh, in the back of my mind there was that part that said I wouldn't trust them with my mobile number whether by accident or intentional.
