It does, as mentioned, require "Fallout 4" and all the DLC to work.
GOG is having a sale on the GOTY version of the game; the Steam
version will work, but you'll have to 'downgrade' the Steam version
not to used the 'next gen' update that came out a few months ago
[thanks for nothing, Bethesda. It was a crappy upgrade that
did little more than break a lot of existing mods. It seems
its primary goal was to push people away from free mods and
more towards Bethesda's own workshop/mod service]

For the Bethesda part, not sure. Could just be incompetence as Fallout TV plus you need all the DLC seems more of a missed opportunity than malice.
