The "Content-Type" and related headers are an unofficial extension
borrowed from email that some newsreaders support and others don't.
This is first time in a long time that I've seen any posts use a.
non-human-readable Content-Transfer-Encoding. There's actually no point
in doing that since Usenet has long been 8-bit clean (if it ever actually
wasn't) and so text using just about any encoding, including UTF-8, can
be transmited as is without the unnecessary "quoted-printable" encoding.
