I'm not sure I'd say it's a victory but it does mean that if dev's want to make games that are ad based, which goes hand-in-hand with MTX, then the PC isn't the place to do it. So either go back to mobile land or actually develop a game and not an ad fest.
The iPad is actually a really good platform for certain types of games but they are pretty much muscled out by free-to-play games which I think is a bit of a shame.
