Which is, really, the biggest problem. Ubisoft --and their subsidiary,
Massive Entertainment, which actually developed the game-- have taken
a very hands-off approach to this game. The game was rushed out the
door. I can forgive a lot of the technical issues, just because it's
hard to program for the multitude of PC hardware configurations, but
quest-logic is all on Ubisoft, and they've failed miserably there.
The game did rather poorly due to bugs and there was a lot of outcry. That led to them losing the license for any more SW IIRC. Because of their scummy leadership that of course lead to the death spiral of 'no reason to fix anything.'
At least Bethesda fixed stuff with FO '76 and it eventually became a pretty good game by the time it was out a couple years. That rather surprised me when I played it a few years ago since their single player games are insanely buggy and most of the bugs never get fixed except by mods.
