One thing I get out of this game that I don't think I ever really got
out of Skyrim is a tactical vibe during combat. Where I need to
assess the situation, think about the approach -- in some cases and at
some difficulty levels how can I use the terrain or environment for an
advantage.

Doesn't Kingdom Come Deliverance provide this kind of combat as well?
Maybe you would enjoy that game?
I've never felt KC:D's combat took much consideration from the
terrain. It was much more focused on watching your opponents moves and
reacting accordingly (more akin to Dark Souls).
But often, terrain considerations in melee combat mostly boil down to
"do I have good footing necessary to maintain my balance during the
next strike/parry", and I don't know of _any_ video game that models
that.
Well, maybe Super Mario Bros. on the ice-levels. ;-)
