It doesn't ALWAYS mean microtransactions... but it definitely leans in
that direction. I can't even argue against it; developers want to get
paid, after all. But too often the gameplay suffers because of the
microtransaction grind.
Free-to-play is a warning of potential issues, not an indicator that
the game is bad. I'll happily play good free games. I'll even play
free games that use microtransactions, if they aren't too obtrusive.
But you do have to be wary.
I guess. Actual PC games I've played FtP:
Warframe I liked, but without either knowledge on how to get stuff to sell to others for the in-game currency which isn't easy for a newbie, you're going to need to spend something on it or suffer quite a bit with low inventory slots. Still I spent all of $20 on it over a grand total of about 9 months with a lot of play, and I consider it well worth it, actually I feel stingy having paid only that for the amount of play and enjoyment I got out of it. This is the only game I feel like got it truly right, they just need something to tell/show newbies how to earn the platinum, or an in-game auction house and it'd be perfect.
SW: The Old Republic. It's still painful without the sub (or it was) as you move at half the speed.
A number of mobile games, but you pay by watching ads. I find that pretty annoying, but if I'm stuck somewhere without my computer waiting, it's better than nothing. I found reading free stuff better now though, but that also has ads - at least they're just banner ads and haven't made the move to timed locked video ads like the games.
