I've decided to scour 678 for armor in each one of my best 3 games.  I just advanced out over the drawbridge in Forge into the swamp I believe, recently opened up second tier armors in Crusaders, and only have access to the basic Rattkin, RFS-81, in www.sir-tech.com.  Maybe you don't remember this game, but you have to deal with having access only to leather armor for what seems like an eternity.
