No account whatsoever needs to be set on Android for it to work just fine.

If a Google service goes down you might not get new mail, access Drive or Photos. Maps or YouTube may quit working - I have seen those two myself.
I saw no effect from any iCloud outage. In my case that would only affect my stuff in the Apple cloud. That would be backup and pictures.
