Just a matter of curiosity...I can put both drives in my Linux machine
and use "dd" . Don't think that's ever failed.
macOS has dd - it's Unix after all. But I wouldn't bother trying to
clone a macOS boot drive with it.
"dd" from my Linux machine took about five minutes.

As it turned out, the Mac partitions were *slightly* different in size which probably was why Shrink Wrap didn't work.
The Mac disk utility does not have the ability to *exactly* set size
