I've had a similar problem with the pi4 and an hdmi monitor. The monitor is connected via one of those multi-input automatic switches: it won't switch away when the pi is shut down - the pi4 needs to be powered down too. Have you tried powering down your pi? - does it switch then?

 Question : is anyone know of a program which will release the TV (so it can
switch back to whatever it was displaying before, as it happens with my DVR)
