It’s the official PSU.
If it’s a power issue then it has to persist for minutes while the
firmware is trying to boot (BOOT_ORDER=0xf461, so it loops around
candidate devices indefinitely if it can’t find anything suitable) but
instantly stop as soon as it’s loaded the kernel from the boot partition
on the SD card. Not impossible, I suppose, but even if I had the
tools/inclination to rule it in or out, it wouldn’t change the (local)
solution...
