Edrawings is the free SolidWorks viewer. It displays .dwg and .dxf and

yeh, any kid can get pro level tools for free and for just a few dollars get multi layer PCBs professionally made and assembled in a week
it's not that many years since that would be prohibitively expensive unless it was going to make you money
