Updated to 1.3

- Improved babel library, and added translations for esperanto, danish, dutch,
  catalan, galician, afrikaans and romanian. Fixed other translations.

- Fixed bug reported by Zarko: longtblr typesets conthead twice. Thanks for
  your contribution.
