Yesterday I wrote to CTAN and mentioned the issue. Today I got the
answer that this is due to CTAN’s move to a new server with new
software. They hope that the service can be restored in a medium term.
Unfortunately first they have to research how to do it, and besides that
they have other important features to work on.
