Maybe I could agree if there would be discussions here. But there are very few discussions. Nowadays they mostly happen on web based forums like tex.stackexchange.com.
If you don't want to see the CTAN Announcements it should be easy to filter them.
For people who really need to be
up-to-date with CTAN packages (like people maintaining mirrors), there
is both Atom[2] and RSS[1] feed to help them keep track.
I don't need to see the announcements for the reasons you mentioned. But I really appreciate them. I learned about several interesting packages I would have never noticed otherwise.
I think this channel should be for more interesting discussions.
For me it is very convenient to have them both in one place.
