Like Richard you seem to believe that Peter Linz proved that there is one
specific TM that gets the wrong answer to the halting problem, rather than
the infinite set of every TM specified by this wildcard ⊢* set of moves.
You should not tell about other people more than you know.
Linz' conuter assumption is that there is one Turing machine that satisfies
the specification of a halting decider. The name H, as used by Linz, means
that specific Turing machine. From this specific Turing machine he then
constructs other Truing machines.
The meanings of ⊢ and ⊢* are defined in section 9.1 and are as I said.
