Why not? There is no requirement that HHH should do anything useful
so it is free to do whatever it does.
That's actually a very liberating approach. In fact, why not set it free to do whatever it /likes/? Perhaps it could solve TSP, or maybe prove P=NP and solve TSP in its spare time, or even have a crack at factoring large primes for Bill Gates?
