Looks to me like a bug in FreeBSD's CUPS port.
Rebuild CUPS with ipptool(1) on.
$ ipptool -tv ipp://BRWB052162167A6/ipp/print get-printer-attributes.test

Assuming Get-Printer-Attributes passes, what is document-format-supported?
