e.g. IPsec, and then use that for communication?
 

That still wouldn't be "end-to-end encryption", since the path from the talk program to and through the netwerk stack, until it hits the encrypted tunnel, would all be plain text and potentially available for snooping (by your admin for eg, but then again, if you don't trust your admin, all bets are off).
