| had relocated from Shandong Province to the New York metropolitan
| area. Prosecutors say he was instrumental in coercing one such
| alleged fugitive in the US to return to China.

| Guangyang, a US citizen living in Roslyn, New York, was the
| principal of an investment group that sponsored H1-B visa
| applications for two purported employees from the PRC. But they
| never actually worked for the investment group and instead used
| their H1-B visa status to remain in the US unlawfully, prosecutors
| said.
