| restrict DHS's ability to remove aliens who are not parties to
| individual cases.

| If it doesn't, soon the Court's entire bandwidth will be consumed
| with emergency motions and hotly contested allegations of executive
| overreach -- great political theater, but hardly healthy for our
| legal system.
