| for somewhat fewer patents than do their American peers" and "are
| significantly less likely to be working in R&D than the Americans".

| Policy Institute -- "Are Foreign Students the "Best and the
| Brightest"?: Data and Implications for Immigration Policy" -- that
| "In the computer science case, the former foreign students are in
| fact generally of significantly lower talent in many aspects than
| Americans of the same age, education, and so on." (Emphasis in
