Better to happen sooner than later, if/when it happens.
He must truly believe in what he's doing. He knows having already served as President that he's going to be unpopular by the end of his second year and will lose his House majority. What he's banking on is that by the time year four comes, his policies will have proven successful enough that his popularity will be at an all-time high. If you remember his first term, he was heading for a landslide second term until the pandemic hit. That changed everything.
