I haven't followed this topic in years, but there is more to this
story than those profiting...I recall at one point, and maybe now,
those with the wealth were getting first picks, so to speak.

When money/goods can be stolen, those motivated in all classes will
attempt/accomplish this goal.

Even US mail carriers have been caught stealing birthday money being
sent to children.
