I think this is largely nonsense. Brazil does not have the capability nor the resources to track its users usage of foreign VPN services, so the people that do want to use twitter can do so without too much trouble.
My opinion is that the main idea behind the law is lawfare to hunt down political opponents. Let's say they do, capture the phone and then find out they have VPN software, they can add yet another fine or sentence to the list.
This is very typical in authoritarian countries. Weird laws that just exist in order for the government to be able to hang the opposition at will.
Brazil is slowly but surely aligning themselves beautifully with russia, iran, china, south africa and the other powers of darkness.
