How do they measure and what is their definition of capitalist? Is it small state only and low taxes or do they take a more comprehensive stance? Netherlands and Ireland have enormously high taxes, so I wouln't count those countries as capitalist. Singapore and Switzerland are ninjas! Would definitely count them as capitalist.
Luxembourg is tricky. On the surface I think they have fairly high taxes, but they have lots of delicious loopholes which does make it low tax for millionaires.
