With trickle-up, those oxen who innovate will reap more grain. But
when feeding all oxen, most will just get fatter without innovation.
I'm not opposed to tax incentives aimed at motivated oxen, who must
move their legs to earn a tax incentive. Feeding all oxen is welfare.
