I believe a lawsuit will be forthcoming...so if this matter comes
before SCOTUS, they can decide.  Another trial ballon for the courts
to decide. 

Opt-in is not by the students' choice, but the school district level.

I believe this will fail....wasted tax dollars, with tax payers
picking up the tab.
