So they are not people? Businesses serve the needs of its customers. If it doesn't, there won't be anything for the shareholders. Customers are primary, shareholder second. Both customers and share holders are people, ergo "the people".
Add to that, that anyone can become a customer or a shareholder, compared with nations who limit membership based on arbitrary things such as birth or ancestry.
So even there, business is democratic, and government is authoritarian and anti-democratic.
