Yes, blowing up the gas lines, so natural gas would pass thru Ukraine,
which receives transit fees, is a strong motive for pointing the
finger at the government of Ukraine.  But, any informed "patriot" with
diving skills could have put 2 + 2 together.

I would think many people knew about that pipeline, and any sailor
would know how deep the water is below.  I've seen maps for submarine
cables worldwide, and most likely, there are maps for those pipelines.
