Doubt it. Too much money on the line. Captured boats will be abandoned and new ones rented to keep the oil flowing.
Ideally, I'd like to see a blockade by Nato in the baltic, only letting legal russian ships through, capturing all illegal ones. Russias black sea fleet is more or less eradicated. Time to eradicate the baltic fleet as well.
