They have to. The world will only arm them at subsistence levels, in order to have any chance of winning they have to play extremely dirty. I am in fact surprised at how little they play dirty. But I guess they cannot go all in, since they depend on the good will of the west, and the hope that the west eventually will make up its mind to finish the war.
