Looking at the salaries and bank accounts of most western politicians, I'd say that western democracy is indeed in most cases kleptocracies.
It is my experience that politicians, regardless of color, soon become rich, so it could be argued that the three terms, taken together, is the definition of modern western liberal democracies.
