This happens in all late stage "western democracies". In sweden, it was discovered that a clique of civil servants had formed a socialist group, and were conspiring to not execute foreign policies if they had been decided upon by the nationalist party.
I think the leaders were kicked out or re-assigned to other government departments, but this is just the tip of the iceberg I'm afraid. =(
I am certain that it is the same in most other western democracies as well.
