I would suspect Putin "sees" the T-Borg as a bluffer, and the Borg has
indicated let's get out of Ukraine.

Putin, like the T-Borg, push the boundaries, and both do not honor
previous agreements, etc.
Hence, if US "owned" the power plants, Putin would bomb them, and see
what US's response is.
