He is just trolling. He knows that if china wanted to, they could shut down the US IT sector completely. US is dependent on china, china is in no way dependent on the US.
Evidenced today by suspending tariffs on smart phones, TVs and other electronics. China has not even approached the US to negotiate, let alone made any unilateral reciprocal moves.
Imagine Trumps fear if EU, China, India, Africa and South america started free trading. That is what keeps him up at night.
