Don't have the time to research this topic, but most likely business
interests wanted a larger labor pool to choose from....this reduces
the wages paid, especially for blue collar workers. 

Businesses like to see a higher unemployment, so they can pick/choose
who they hire.  With low unemployment, wages tend to increase.

When unemployment is around 4% and lower, many of these unemployed are
"losers."  Old news here....on this topic.
