If you lok hard enough, you'll find every "big business" company on the planet "commits fraud" to some degree ... it's often called "marketing" where they tell "white lies". More usually it's simply a mistake due to having so many employees that nobody really knows what is goping on everywhere.
The most obvious example is in sales days where the business usually says "up to 50% off storewide", but when you go into thre store most things are only 10% reduced with one or two items that they have had trouble selling are reduced by "50%" ... from the original manufacturer's suggested retail price, rather than the actual price the store was selling it for the previous day.
