My son's iPhone 12 died so he now has an iPhone 15. I finally got
it home and plugged it in. The screen is light green and has an
Apple logo. There is a thin white vertical line on the left side
of the screen. Every five seconds the screen blacks out then comes
back to the green screen. It also makes no noise or indication
that power has been connected. I can't really tell if it's
charging or stuck in an infinite boot up load.

I think you're supposed to take it to an apple "store", and pay to
have it fixed with genuine apple blessed parts.

But it sounds like you already took the best apple approved method:
Buy new shit and discard the defective unit.
The nearest Apple store is 25 miles away past new underwater tunnel
construction. With the massive and unpredictable traffic backups it's
not worth my time.
Right now the old phone is in my wastebasket, unless someone has a
suggestion on how to restart it or wipe it clean.
