Have you tried deleting the old password then completely exiting the mail
app, using the app switcher to exit? Or maybe deleting the outlook account
in mail settings, then add it back? I don't know if any of this will work,

When the app tries to get mail and uses a wrong password, you'll be prompted to enter the correct one.
