 We're both in France. I've tried changing my roaming network with no
change.
 I can contact other people just fine.
  

Are you by any chance using 3? If so there are issues (and have been for years) with text disappearing into the ether. IIRC it was worst on S African SPs.
The fact that calls do not connect and texts get lost suggests you may not have the apn etc set up correctly.
