Because it generally takes years to get to that point - why waste (and have to test and maintain) code for such low priority function?
When the phone stops lasting long on a charge - just check the health.

Only on the iPhone 6+ - don't recall how deep in it was.
iPhone 11: 4.5 years old, 90% per the Batt health (and has been there for quite a while).

it?
