Part of my unease is that the phone asks for my Apple ID when it's
totally offline, giving no explanation. I've never used iCloud and
only have an Apple ID because of a single purchase of OSX around ten
years ago.

From other comments, I believe they are using this strictly as a backup
phone for emergencies.
